1What are the procedures and requirements for using the Select Kanagawa NEXT support system?
In order to use this system, you must submit an application and obtain certification for your business plan. Please refer to the Select Kanagawa NEXT Details page for certification requirements.

2It seems that requirements differ depending on whether the company is a large or small/medium-sized company. How will you determine which category my company falls under?
Judgments are made based on the definitions provided in Article 2, Paragraph 1 of Japan's Small and Medium-sized Enterprise Basic Act. The major criteria are as follows.
Industry: Manufacturer Other
Small/medium-sized companies Large companies Companies with (invested) capital of ¥300 million or less. Or, companies that employ no more than 300 employees at any time. Companies not fulfilling either of the left requirements Industry: Wholesaler
Small/medium-sized companies Large companies Companies with (invested) capital of ¥100 million or less. Or, companies that employ no more than 100 employees at any time. Companies not fulfilling either of the left requirements Industry: Retailer

3What kind of employment constitutes full-time employment?
A full-time employee as defined in this program is one who is employed in connection with the operation of a business establishment, etc. and who meets both of the following requirements
a. A person with no fixed period of employment
b. A generally insured person prescribed in Article 60-2, Paragraph 1, Item 1 of the Employment Insurance Act (Act No. 116 of 1974) or elderly insured person prescribed in Article 37-2, Paragraph 1 of the same act who has notified that he/she has become insured by employment insurance pursuant to the provision of Article 7 of the same Act and has obtained the confirmation of Article 9, Paragraph 1 of the same Act -
4Can I use multiple support programs—subsidies, tax breaks, and loans—at the same time in Select Kanagawa NEXT?
Multiple programs can be used at the same time. However, the loan program is available only to small and medium-sized companies.

5We are considering building a new factory or other facility within an existing business site in the prefecture to expand our business. Is support available to us?
Support is available in the form of subsidies, tax breaks, and loans (loans are for small and medium-sized companies only).

6We are considering relocating our factory from one municipality in the prefecture to another municipality. Is support available to us?
Support is available in the form of subsidies, tax breaks, and loans (loans are for small and medium-sized companies only).

7We have already acquired land and plan to construct a building. Is support available to us?
Support is not available for the land portion of the project for which a contract has already been signed, but support is available for building and equipment investments for which contracts have not been signed.
*The application must be submitted by the day before the start of the project (projects include land acquisition or equipment construction at a place of business, etc.; the start includes the act of contracting). -
8We are considering investing in equipment at an existing business location in the prefecture. Is support available to us?
Since April 2024, support has also been available for capital investment that does not involve the construction of new buildings. However, the eligible industries and requirements are as follows.
Eligible industries:
・Manufacturing (food products, beverages, petroleum and coal products, general machinery and equipment, production machinery and equipment, industrial machinery and equipment, transportation machinery and equipment)Requirements:
・Large-scale capital investment of ¥4 billion or more
・Employment requirement of 60 persons or more -
9Is there any other support I can receive by applying to Select Kanagawa NEXT other than subsidies, tax breaks, and loans?
Reduction in the water service subscription fee, which is required when installing a new water supply system or enlarging the diameter of the water meter, is available (*only within the prefecture-operated water supply area). For more information on the reduction of the water service subscription fee, please see the Reduction of Water Service Subscription Fee Details page below.
In addition, you can receive a reduction or exemption when using equipment or conducting tests at the request of the Kanagawa Institute of Industrial Science and Technology (KISTEC) (*Only small and medium-sized companies are eligible). 11Can Select Kanagawa NEXT be used in conjunction with municipal or national subsidies or other support programs?
Use is allowed in conjunction with municipal support programs.
Application to Select Kanagawa NEXT is also possible even when using a national support program or a different support program from Kanagawa Prefecture. However, if a national or prefectural subsidy has been allocated to your organization, the amount of the subsidy must be deducted from the eligible expenses for Select Kanagawa NEXT. Please refer to details about municipal support programs on our website for more information.

12What is the first step to begin an application? Where can I obtain the necessary documents for the application?
For those wanting to use programs in Select Kanagawa NEXT, please first contact Kanagawa Prefecture's Investment Promotion and International Business Division. The appropriate application forms will be dispatched directly from the division after a discussion about the details of your business plan at the preliminary consultation.

13We would like to utilize Select Kanagawa NEXT programs. Is there an application deadline?
Applications will be accepted until March 31, 2028.
- 1 During the preliminary consultation, we will ask about the details of your business plan.
- 2 Applications must be submitted prior to the start of the project (generally by the day before the date of contract for the land, building, etc.).
- 3 A panel of outside experts will review the business plan and other materials.
- 4 Projects are approved within approximately 10 days of the review committee meeting, and a press release will be issued on the approval day to announce that the project has been certified.

The company must begin operation within five years from the day after the date of approval.
Applicants must submit a notification of commencement of operations within 30 days of the start of operations.
The day of the start of operations is the date on which the payment of the investment based on the business plan is completed and the planned number of employees is secured. - 6 Applicants are required to submit a completion report as soon as possible after the start of operations. Thereafter, a completion inspection (on-site inspection) will be conducted on the implementation status of the project.
- 7 After the completion inspection, applicants are required to submit an application for grant of subsidy within one year from the start of operation.
- 8 A decision regarding subsidy grant will be made, and a grant notification decision form will be issued for projects receiving grants. The amount of subsidies granted will be paid in equal installments over a period of 10 years.
- 9 In accordance with the grant notification decision form, applicants are required to submit an invoice for the subsidy for the relevant fiscal year.
- 10 Subsidies will be granted.
14I would like to know the process from submitting an application to Select Kanagawa NEXT to receiving a subsidy.
The process from the receipt of the application after the preliminary consultation to the granting of a subsidy is as follows.

15I would like to establish a base in Japan, but I don't know where to start.
The Kanagawa prefectural government, in cooperation with the Japan External Trade Organization (JETRO), municipalities, and other related organizations, provides a variety of consultation services for companies wishing to establish new business in the prefecture. 16I would like to move into a rental office.
Before applying to move in, a preliminary consultation is required to confirm the requirements and explain the necessary documents. Please reach out to the Investment Promotion and International Business Division.

17Are there any requirements to move into a rental office?
Companies eligible to move in must meet all of the following requirements.
(1) The applicant must be a non-Japanese company (specifically, its local corporation or branch in Japan) newly established in the prefecture to conduct business in Japan. "Newly established" companies include those that have been incorporated in Japan for less than one year at the time of move-in application.
(2) Foreign capital ratio of at least one-third.
(3) The applicant must have a plan to continue business in the prefecture after vacating the office.The maximum period of stay is three years from the start date of occupancy.
