Based on the March 2025 estimates for damages from a large-scale earthquake in Kanagawa and the earthquake preparedness strategy, Kanagawa Prefectural Government created a disaster preparedness handbook, entitled Kanagawa Disaster Prevention. The handbook, available in both Japanese and English, aims to inform the residents about the actions that should be taken to help themselves and others in the event of a large-scale earthquake.
The handbook includes a series of useful information that ranges from anticipated damages in Kanagawa; actions that the residents should take immediately after the occurrence of a large-scale earthquake to disaster preparedness. In addition, the handbook provides various information on helping those with special needs, including women, the elderly, people with disabilities and residents with Japanese language limitations.

More specifically, the disaster preparedness handbook covers the following topics:
● Damages likely to happen after a large-scale earthquake
● Actions to take immediately after a large-scale earthquake when being at home or away from home
● Precautions and actions to take when sheltering in place and/or moving into shelters
● Actions to take when a fire breaks out and first aid activities (e.g. procedures for performing cardiopulmonary resuscitation [CPR] and using an automated external defibrillator [AED]; stopping bleeding and treating minor burns, dehydration and heat stroke; preventing “economy class syndrome”)
● Helping people with special needs (e.g. the elderly; people with disabilities and residents with language limitations)
● Assistance programs for rebuilding lives during the recovery phase
● Self-review on preparedness
The disaster preparedness handbook has two versions, Earthquake versions and that for
Children. Earthquake version also has English edition and has a uni-voice code in the bottom right corner on a page for people with visual impairments. When a code is scanned with a smartphone application, it reads the text aloud to help those with visual impairments.
Moreover, the handbook for children describes damages caused by the earthquakes in easy Japanese with FURIGANA, illustrating the actions to take when a large-scale earthquake occurs. This handbook also helps those with Japanese language limitations as well.
