Declaration for Furtherance of Common Prosperity by the State of Penang, Malaysia and Kanagawa Prefecture, Japan The State of Penang, Malaysia and Kanagawa Prefecture, Japan singed the Joint Statement for the Further Development of Goodwill Exchanges on October 3, 1991. Since then, they have developed close friendly relations through exchanges and cooperation in various fields such as administration, economy, tourism, youth, and science and technology. It is the firm belief of both governments that such exchanges and cooperation built upon in the past have promoted mutual understanding at the regional and citizensf levels, and strengthened ties of friendship between Penang and Kanagawa. These exchanges and cooperation have also developed friendly relations between Malaysia and Japan, and thus, contributed to peace and development of the Asian region. "On this occasion of the 15th anniversary of the signing of the Joint Statement, the State of Penang and the Kanagawa Prefecture hereby declare their commitment to further develop friendly relations through a variety of exchanges and cooperation, such as common efforts for solving global environmental issues, in order to further strengthen their partnership based on mutual respect and trust toward the common prosperity of both regions in the future."
