Joint Statement for the Further Developmemt of Goodwill Exchanges betweem the State of Penang, Malaysia and Kanagawa Prefecture, Japan Goodwill exchanges between the State of Penang, Malaysia and Kanagawa Prefecture, Japan commenced with the visit of Governor Kazuji Nagasu of Kanagawa Prefecture to Penang in November 1980. Subsequently, the then Chief Minister of Penang Dr Lim Chong Eu returned the visit in September 1982. Since then, there have been a number of exchanges between Penang and Kanagawa including research and study programmes for government officers from the State of Penang. Such goodwill exchanges between Penang and Kanagawa have contributed to the promotion of mutural understanding between the governments and citizens of the two areas as well as contributing to the friendly relationship between Malaysia and Japan. Furthermore, the Penang - Kanagawa link serves as a bridge for advancing the "friendship network" amongst Asian countries, thus contributing to the harmony, stability and prosperity of Asia and whole world. It is the firm belief of both governments that this commitment to promote better understanding and mutual relationship for peace and progress of Asia and the world should be further strengthened, building upon the many years of goodwill exchanges. This Joint Statement signed on the occasion of the official visit by the Head of State of Penang, His Excellency Tun Dato' Seri (Dr) Hamdan bin Sheikh Tahir and his delegation to Kanagawa on this 3rd day of October 1991 reaffirms our mutual commitment to further promote even more effective and meaningful exchanges in various areas such as economics, education, science and technology, environment, local government, culture, youth, sports,welfare, and women's issues.
