Message by Governor Kuroiwa 

The situation of the COVID-19 pandemic has significantly improved, bringing down the infection level to Stage II as a result of our continuous efforts. I would like to express my deep gratitude to the prefectural citizens and business operators for their cooperation during this period.

In response to this situation, Kanagawa Prefectural Government (K.P.G.) decided to withdraw the requests to shorten business hours, etc. based on the Act on Special Measures on October 24 that we have made since last December.

We were able to bring a great improvement in the infection situation and will relax the restrictions. However, it doesn’t mean that the novel coronavirus has been completely eliminated. In order to return to normal life and restart economic activities while managing to live with the virus, it is important for all the citizens and business operators to voluntarily keep taking basic infection prevention measures in their everyday life.

Based on this idea, we consider the days between October 25 and November 30 as the period to thoroughly implement basic antivirus measures, and I would like to make the following requests.

[To prefectural citizens and business operators]

  • Continue the basic infection prevention measures of M-A-S-K (M for mask wearing, A for alcoholic disinfection, S for screening and short-time contact, and K for keeping social distance, ventilating and humidifying in winter).
  • If you eat out, visit a restaurant certified as those encouraging mask wearing. It is recommended that the customers at a table are up to four or family members living together, and the staying time is about two hours.
  • If infection should spread again, we may make different requests to eating and drinking establishments depending on whether they are certified as those encouraging mask wearing. Establishments that have not applied for the certification are recommended to do so at an early opportunity.

K.P.G. will start measures to boost regional consumption, such as a point return program for shopping on Kanagawa Pay app. and support to premium shopping coupon programs conducted by local shopping street associations. Also, preparing to resume Kanagawa Travel Discount, which offers discount-rate trips in Kanagawa to prefectural citizens, we will accept applications from participating business operators.

K.P.G. will continue to do our best to strengthen medical service provision system to cope with the possible sixth wave of infection.

We ask you to continue taking the basic antivirus measures thoroughly to prevent resurgence of infection.
