Message by Governor Kuroiwa 

Today, the national government decided to extend the state of emergency declaration issued for the metropolitan area including Kanagawa Prefecture for two weeks until March 21.

Owing to the cooperation given by the prefectural citizens and business operators, the number of new COVID-19 cases in Kanagawa is on the decline.  The infection level has been improved to Stage II, excluding the shortage of hospital beds.

The state of emergency declaration could have been lifted if we look at Kanagawa alone.  However, since the prefectures in the metropolitan area had decided to take concerted action, the declaration had to be extended for the entire area.  I am very sorry about this.

Looking at the last few days, the declining rate of new cases is leveling off.  Besides, COVID-19 variants are feared to increase infections again, and the situation still remains uncertain.

In order to avoid rebound of infections and end the state of emergency declaration within the fixed deadline, even stronger measures must be taken on eating and drinking occasions, the critical point for infection prevention, in addition to the present measures, such as avoiding outings and shortening business hours of eating places.

In light of this situation, I would like to ask the prefectural citizens and business operators the following.

[Prefectural citizens]

  • Whenever you eat out, be sure to wear a mask during a conversation regardless of the time of day or night.  Lunch is not exceptional.  Please also eat quietly and by yourself.  Select a restaurant displaying the “List of Prevention Measures against COVID-19 Infection” and less crowded.  If you dine in a group, dine in a small group of usual members. 
  • Now we are entering the season of graduation and personnel transfer.  Please refrain from having welcome/farewell parties and thank-you parties and going on graduation trips.  If you go out to view cherry blossoms, please do so without a party.

[Eating and drinking establishments]

  • Encourage your customers to wear a mask when having a conversation.  This has become a requirement to receive compensation money for cooperation in addition to displaying of the “List of Prevention Measures against COVID-19 Infection” in our request for shorter business hours since March 8. 
  • Take stronger infection prevention measures, such as installation of acrylic boards, ventilation using carbon dioxide measuring devices and limitation of number of customers.  The prefectural government is offering programs to assist business operators in taking infection prevention measures.

Even after the state of emergency declaration is lifted, the prefectural government will ease its request for shorter business hours in a phased manner to prevent re-expansion of infections.

Medical care system of Kanagawa has been strengthened through various efforts.  To further decrease the number of new infections, let’s get united to overcome this state of emergency.
