Message by Governor Kuroiwa

One week has passed since we issued Stage Ⅲ Warning Declaration to share a sense of crisis about the surge in new COVID-19 cases with the prefectural citizens.  However, we have not seen any sign of improvement in the infection situation since then, and the severe conditions of the medical care provision system have been continuing. 

With the strong determination to put a brake on this situation, Kanagawa Prefectural Government makes the following requests for the period until December 17, which is designated as the intensive prevention period by the national government, based on item 9, Article 24 of the Act on Special Measures.

<To business operators>
We request bars, restaurants and karaoke parlors in Yokohama and Kawasaki City serving alcohol to shorten their business hours to between 5:00 a.m. and 10:00 p.m., for the period from December 7 to 17. 
Bars and restaurants which accept this request will receive financial compensation of \20,000 per day for their cooperation.  If the List of Measures against COVID-19 Infection is not displayed, it is also requested to make a registration and display the List. 

<To the citizens>
We request prefectural citizens to continue taking the following measures.
- Further promote teleworking and staggering working hours.
- Be sure to practice MASK, which stands for M for mask wearing in an appropriate manner, A for alcoholic disinfection, S for screening using acrylic boards, etc. and K for keeping social distance and ventilating, plus humidifying in winter time.  Take thorough infection prevention measures in every occasion in your daily life. 
- Refrain from joining social gatherings with alcohol and dining in a large group over a long time as much as possible.  If you dine in a group, avoid visiting restaurants where the List of Measures against COVID-19 Infection is not displayed, and practice “dining wearing a mask”, or keeping a mask on when having a talk even while dining. 

We also ask for your cooperation in the following from December 3 to 17, in addition to taking through precautions against droplet infection:
- Refrain from going out to reduce contacts with other people. 
- Elderly citizens and those with underlying diseases are requested to be especially cautious. 

Medical professionals are working in an extremely tough situation.  Now it is time again to share their hardship and take every possible measures against the novel coronavirus to protect yourself, your family and loved ones.  Let us be united in the effort to overcome this difficulty.  Your understanding and cooperation would be highly appreciated.
