Message by Governor Kuroiwa about the continued state of emergency declaration over the novel coronavirus infections for Kanagawa Prefecture

The national government decided to lift the nationwide state of emergency declaration in 39 prefectures yesterday.  The decision was made following the revision of the Basic Action Policy based on the evaluation by the Expert Meeting.  Eight prefectures including Kanagawa will maintain restrictions under the state of emergency.

The number of new infection cases in Kanagawa is on the decline since the prefectural citizens avoided outings and businesses suspended operations during the consecutive national holidays in response to our requests.  However, we had 32 new cases yesterday, and the future situation still remains uncertain.  There is a risk of a rapid rise in infections again if we lower our guard.  Kanagawa is still under the state of emergency, and we need to keep on making efforts to reduce person-to-person contact by 80%.

Let me ask you again.  Please strictly refrain from going out unless it is necessary to maintain living, and avoid closed spaces, crowded places and close-contact settings.  Especially, please refrain from traveling to other prefectures where the state of emergency was lifted. 

Business operators are asked to continue implementation of teleworking and staggered working hours to reduce commuters by 70%.  I also have to ask for continued closure of facilities which have been requested for use restriction to prevent further spread of infections.

It is extremely hard for me that I have to continue to make these requests.  However, this is to prevent collapse of the medical system and protect people’s lives.  Your kind understanding and cooperation are greatly appreciated.

Kanagawa Prefectural Government is striving to further improve medical system based on the Kanagawa Model in case of an explosive surge in new infections and support people who are affected by COVID-19 in various ways.

We need to remain on alert and make efforts to cope with the infections for the time being.  Let’s work together to overcome this difficulty.
